New York City is divided into five boroughs, each coterminous with a county. The major cities of the state developed along the key transportation and trade routes of the early 19th century, including the Erie Canal and railroads paralleling it. New York City was the national capital under the Articles of Confederation and Perpetual Union, the first national government.
